The scope also includes reconstruction and finishing in the Front Street East and Bay moat to provide new floor finishes, mechanical and electrical services integrated with and the installation of steel and glass moat covers.  A steel and glass moat cover is also planned for the York East Moat along with integration of mechanical and electrical services.

The scope also includes the heritage restoration of the Great Hall interior space, entrance vestibules, and north ticket counter face, stairs to lower level, as well as the Ramp Chamber connection to the VIA Concourse and the VIA Concourse.  The north east corner of the VIA concourse will be renovated to accommodate the Union Station City Operations Staff.

Exterior lighting will be installed across the entire front area of the building and the east face of the east wing and West Face of the West Wing.

Finally the entire East Wing ground floor will be renovated to create a public access corridor to the north east corner with retail space on each side of the corridor, to reconstruct the courtyard, add a roof and skylight in the light well The Scotia bank entrance lobby will be reconfigured to accommodate this new public entrance.
